Bookies and Racing NSW at loggerheads over federal wagering report, by Craig Young - The Sydney Morning Herald - 22nd October 2009

The wagering landscape in Australia is in for a big overhaul following yesterday's release of a Federal Government Productivity Commission report, which was savaged by Racing NSW chief executive Peter V'landys.

''It's obvious the Productivity Commissioners have listened to wagering operators at the expense of the people who put on the show,'' V'landys said in a statement yesterday. ''The Productivity Commission allowed presentations from a myriad of wagering operators but at no time sought to provide Racing NSW with the opportunity to make a presentation on behalf of its 50,000 participants.

''The two most ridiculous recommendations are that an independent organisation set the price of that racing product. Does that mean every commercial operation in Australia could have its price set by someone other than themselves - which could send them broke?''

Michael Sullivan, who heads Australia's biggest corporate bookmaking operation Sportingbet, called for the immediate implementation of the 46-page draft report, which was based on 264 submissions from all sections of the industry.

''The commission spoke about a lack of competition leading to a lack of innovation with products and competitiveness of price,'' Sullivan said. ''The underlying focus is on competition is good, and I've been saying that for 10 years. And don't forget, for once we've got something that focuses on the punter … ''

Betfair chief executive Andrew Twaits welcomed the report but was reserved in comment as the betting exchange is in court with Racing NSW over its controversial race-fields levy.

''The commission has endorsed the key arguments we have been making for several years,'' Twaits said yesterday.

Despite corporate bookmakers increasing turnover at an astonishing rate, the Productivity Commission said state and territory TABs ''still hold a significant degree of power''.

''This has resulted in poor outcomes for consumers, and is a constraint on the future growth of the wagering industry,'' the government report stated. ''Current funding arrangements do not efficiently allocate resources to the racing industry.''

The commission said the off-course monopoly enjoyed by the various TABs ''means that consumers have worse odds then those that a competitive market would deliver''.

A warning was issued in regard to TABs taking out 16 to 20 cents from each dollar wagered by the punter for it ''increased the incentive of punters to seek out better returns in other forms of gambling or switch to other type of entertainment''.

The report has called for a national approach to wagering revenue because the laws and regulations imposed by states and territories are not working.

''These arrangements have led to the inefficient allocation of resources for racing at a national, state and club level,'' it said.

In regard to a fee structure, the commission calls for a ''a single 'price' model''. The report also called for all wagering operators to pay the racing industry on gross profit not turnover tax.

Racing NSW collects fees from betting operators through race-fields legislation based on turnover tax.

A few months ago in an Australian first, the Tasmanian Parliament passed legislation that eliminates tax for online or so-called corporate bookmakers.

The legislation was included in a law passed to sell the state owned TOTE (like a TAB) and attracted little attention until we began looking into it for the 7:30 Report.

Any corporate bookmaker who wants to set up in Tasmania will only have to pay an annual $256,000 licence fee.

And while you may not have heard of corporate bookmakers, plenty of other people have.

According to Racing NSW corporate bookmakers expect to turnover $5 billion this year.

The Tasmanian government says it wants to attract the online gaming dollar to bring jobs to the apple isle.

The famous Waterhouse clan are interested and looking at their options.

The state’s Treasurer, Michael Aird, says the state could potentially become a world-wide hub for corporate bookmakers.

Its tax rate will be amongst the lowest in the world, comparable to places like Gibraltar and Malta.

But is it fair and could Tasmania do better with its tax break? How will other industries feel about it?

Imagine what a boost it would be to a plumber or a hairdresser or any other business owner and you suddenly got a multi-million dollar tax holiday.

And does Tasmania really want to be known world-wide for favouring corporate bookies above other employers?

The island state has a history of pioneering gambling options and opening doors for gaming companies.

It was the first state in the country to allow a casino to operate - after a referendum the Casino at Sandy Bay opened its doors in 1973.

It also let controversial betting exchange Betfair into the country back in 2006 when no other state would touch them.

At the time Betfair was attacked by established betting operators (who it must be said, had a gold mine to protect) on the grounds that allowing someone to bet on a team losing could lead to race fixing.

Betfair says it is about seven or eight times cheaper than traditional TAB betting and is empowering the punter by letting them bet against each other.

The Tasmanian government also gave away the exclusive licence to operate the state’s poker machines to a company called Federal Hotels without putting it out to tender.

In return for agreeing to build a resort at Coles Bay on the state's East Coast the company got a lucrative 20-year monopoly.

In other states the licences fetch millions, even billions of dollars and the state opposition has been strongly critical of the deal.

The Liberal opposition does support the tax break for corporate bookmakers but it’s opposed by the Greens.

It’ll be interesting to see how things pan out over the next few years and whether bookmakers really do flock south.

The government has certainly given it a good crack and another chapter in Tasmania’s long history of gambling may be written. (Credit: ABC)

Bookmakers face a nightmare $11 million total payout if Parramatta win Sunday's NRL Grand Final.

The extraordinary effort to win 10 of their past 11 games has seen them firm from $101 before their round 19 win over Melbourne (now at $1.65) to $2.25 for the decider. If the Eels win, TAB Sportsbet alone will face its biggest NRL payout of $3.2million.

More than 40 bookmakers around Australia are betting on the NRL premiership and many have taken substantial bets on the Eels at large odds from professional punters and hopeful hardcore fans.

A month ago Sportsbet officials described the prospect of a Parramatta premiership win as a "catastrophe'' and though their book has been balanced slightly since then the Eels remain a bad result.

"Parramatta are a popular team every year and we were exposed to them at big prices,'' said TAB Sportsbet media liaison officer Matt Jenkins.

"`No one has come outside the top four to win the premiership since the McIntyre finals system came in but I think people remembered what Wests Tigers did in 2005 and that proved you can win after being big odds.''

Wests Tigers got out to $151 midseason in 2005 before storming home to take the title. But they were not supported as heavily as the Eels this year.

After beating Melbourne in round 19 Parramatta's price firmed to $81 before they beat the Bulldogs in round 20, sparking a series of speculative bets as punters started to take their bid seriously.

Several punters swooped with bets of $2000 at $67 and another followed up with $5000 at $26 after they beat Cronulla in round 21.

Centrebet owner Con Karataris said last month his firm would lose $1million if the Eels took the title but a Centrebet spokesman said yesterday support from other teams meant the damage would now be more likely to be around $250,000.

Some bookmakers have cut their losses on the Eels by accepting several large unsuccessful bets on St George and Brisbane. Bookmakers would be stung in several ways if the Eels win given the solid support for an Eels-Geelong AFL-NRL premiership double and an Eels-Jarryd Hayne premiership-Dally M double.

A Storm win would be a much better result for bookmakers and most of the money yesterday was flowing Melbourne's way. Melbourne's biggest price this year was $11 after they lost to Manly in round 24.TAB Sportsbet has taken three $10,000 bets on Melbourne at odds of around $1.65 since the weekend.
